British Columbia’s Construction Prompt Payment Act received Royal Assent on November 27, 2025, passing without opposition, and is now the Construction Prompt Payment Act (CPPA), SBC 2025, c 24.
That was an important milestone for BC’s construction industry, but it was only the starting line.
The next milestone is implementation. When brought into force, the legislation will establish clear payment timelines and an adjudication process for payment-related disputes. We are currently in a transition period for the government to develop regulations, appoint an adjudication authority or authorities, prepare industry education, and determine when and how the legislation will come into force.
Despite a change in government on October 24th, 2026, BCCA’s discussions with political leaders during the election reinforced the broad support for prompt payment legislation and the recognition of how urgently BC’s construction industry needs it.
BCCA supports getting the implementation right with regulations that provide clarity and certainty. We also believe progress should be visible.
So, we started the clock.
BCCA recognizes that the new government has many competing priorities, but with construction representing nearly 10% of BC’s GDP, implementing the Construction Prompt Payment Act must remain a priority. The work must continue.
Let’s stop the clock.
BCCA will continue working closely with the new government and the Ministry of Infrastructure to ensure these next steps are carried out in collaboration with industry and without unnecessary delay.
We will keep you updated as the legislation progresses. For more information, we encourage you to check out our Frequently Asked Questions and Myths & Realities, as well as BCCA’s formal submission in response to the Government’s CPPA Discussion Paper, supported by construction companies and associations from across the province, as the next step toward implementation of the Act’s regulatory framework.
Other Canadian jurisdictions have traveled this path before us. Their experience provides a useful benchmark. Find out how BC compares.

Chris Atchison, President, British Columbia Construction Association
“This legislation is a long-overdue and critical first step toward securing payment certainty for BC’s construction industry. It marks a new starting line, one we’ve worked tirelessly to reach, and now demands ongoing and committed collaboration between government and industry. Regulations must be responsible, appropriate, and reflect industry needs and realities to build a strong and reliable system of payments, adjudication, and lien reform. We look forward to working with the provincial government to ensure these are implemented with the urgency they require.”
Don Wightman, President (Mechanical Trade Contractor), PML Professional Mechanical Ltd.
“Prompt payment legislation is critical for a fair and sustainable construction industry in B.C. For decades, mechanical contractors like us have carried the financial risk of late payment, which creates unnecessary stress and limits our ability to invest in growth. This legislation is an important step forward in providing the certainty our businesses need to plan, deliver, and thrive, while ensuring that every level of the construction pyramid is treated fairly.”
Anthony Minniti, President (General Contractor, CGI Constructors
“The introduction of Prompt Payment legislation in British Columbia is absolutely key for fairness and financial stability in our industry. For too long, small and mid-sized contractors have shouldered the burden of delayed payments, jeopardizing jobs, projects, and businesses. This legislation will help ensure that the people building our province are paid on time, every time.”
Maxime Spakowski, President (Prefabricated Construction Trade Contractor), Ferro Building Systems Ltd.
“Prompt payment legislation is not just about fairness. It will enable trade contractors to respond to the demands of the construction industry focused on safety, quality and service without having to worry about how we are going to pay our suppliers and employees. This legislation will allow our company to redirect a big portion of our operating capital to innovation and growth—this is a huge win-win for BC’s economy and the construction industry.”
Rod Gilbert, President, Canadian Construction Association - Association canadienne de la construction
“Canada’s construction industry has always advocated for prompt payment in construction work, and the CCA is proud to have played a key role in the implementation of the Federal Prompt Payment for Construction Work Act for Government of Canada projects.”
Today’s announcement is a great win for our colleagues in British Columbia — and for the construction industry at large. This news demonstrates that a prompt payment system is possible, and that government needs to work in close collaboration with industry to make it happen. We hope this news can encourage other jurisdictions without this standard to implement prompt payment, and CCA will continue to work with its Partner Associations to make that a reality.”
Rory Kulmala, CEO, Vancouver Island Construction Association
“Prompt payment legislation is a welcome and essential step for British Columbia’s construction industry, particularly here on Vancouver Island where contractors and trades have long faced the burden of delayed payments. Ensuring fair and timely compensation strengthens the entire construction supply chain, giving businesses the stability they need to invest in people, projects, and communities. VICA is committed to working with government and industry partners to ensure the regulations are practical, effective, and implemented with the urgency our sector requires.”
Nicole Bryant, CEO, Northern Regional Construction Association
“We welcome the introduction of prompt payment legislation in British Columbia. For too long, delayed payments have created unnecessary financial pressure on contractors and suppliers, especially smaller firms who form the backbone of our industry. Having this legislation in place is a big step towards bringing fairness and predictability to the payment process, helping ensure stability across the construction sector and supporting the workers, businesses, and communities that rely on it.”
Jeanine Martin, CEO, Vancouver Regional Construction Association
“Payment certainly for business is vital for a growing economy and the Vancouver Regional Construction Association celebrates this overdue legislation. The construction industry is a driver of the economy and this legislation increases our ability to continue to build today and tomorrow’s communities.”
Clifford Kshyk, CEO, Southern Interior Construction Association
“Long-awaited prompt payment legislation, long anticipated by the industry, finally gives businesses—especially small and medium contractors—the security of fair and timely payment. By reducing payment delays, contractors no longer have to finance projects out of their own pockets. Ultimately, it promotes accountability, efficiency, and economic stability for all participants, benefits that ripple through our communities.”
