On Tuesday, May 26, 2026, the provincial Ministry of Infrastructure officially released its Discussion Paper on the Construction Prompt Payment Act (CPPA). The Discussion Paper outlines the key components of the proposed legislation and invites formal feedback from industry stakeholders. 

 

The BCCA is collaboratively leading a comprehensive submission in response with our Industry Practices Committee, Board of Directors, Regional Construction Association partners, and staff. We have also proactively engaged a number of partner organizations to ensure that our submission reflects a broad range of industry and regional perspectives, and we are encouraged by the level of interest and support we have received to date.

 

Our submission will advocate for the following principles:

 

• No carve-outs: the Act must be applied consistently.

• No phased transition: the legislation should come into full effect with the urgency it demands

• A meaningful interest rate: one that serves as a genuine deterrent against late payment

• Accessible adjudication: a dispute resolution process that is practical and available to contractors of all sizes
