In-demand contractors pay attention to document quality and assess the risk of a project beginning at the tendering stage because a successful project starts at the paper. Poor procurement processes add up to increased risk on a project.  

Regardless, we see public procurement practises eroding as experts retire. Even as the demand for construction services soars, interest in bidding on public projects is receding and the pool of interested contractors is shrinking. 

BCCA chooses to recognize leadership in public sector procurement in order to shine a light on the issues and reward those owners that are making efforts to excel. These awards are not a reflection of perfection, but of a general adherence to fair, open, and transparent procurement processes. This recognition is not an overarching indication of support for the winner’s contract terms or approach to construction administration.

It must be noted that being able to recognize a municipality for leadership in procurement is especially important to us, our members, and the broader industry.
