Deadline has Come and Gone and Uncertainty has Remained

BCCA Statement on Canada / US Trade

British Columbians – residents, businesses, and governments – continue to try to adjust to what has been a rollercoaster of unpredictability for trade with our biggest trading partner. The only tariff that will allow British Columbia’s construction sector to work to its full potential is no tariff. Unfortunately, that is not the outlook we see before us.

The greatest threat is not the tariff itself, but the ongoing uncertainty. The construction industry thrives on stability, not speculation. Whether the hammer drops or the can is kicked down the road, Canada’s response must bring clarity, not compound the confusion. We build for the future — not for a news cycle.

While many items are exempt from the new higher 35% tariff under CUSMA, it is a short-term and unpredictable landscape regardless, and the response from Canada is still unclear.

British Columbia is in a unique position versus other parts of Canada. We have come to rely on the United States and China for certain materials like steel and rebar, both of which are vital to the vertical built environment. Further, tariffs between the US and other countries impact the inputs of many finished construction materials that ultimately make their way to British Columbia, which compounds the issue.

Our industry has shown it can adapt. Supply chains have shifted, and we’re not going back. But we can’t build resiliency around volatility. Canada’s response must be strategic and stable — because the construction industry isn’t just watching, we’re absorbing the cost of uncertainty.

The urgency to take steps in government to reduce other longstanding pressures in light of the new tariff and unpredictable landscape is real. Passing Prompt Payment legislation this Fall is absolutely a must. Reducing the time delays from permitting and cost inputs from fees can and should be happening with greater haste. Our industry looks forward to continuing the work to weather the most serious impacts of our new reality.
