EU-Step
The European Union Skilled Trades Employment Program (EU-Step) was launched in 2006 as a pilot program that aimed to place foreign skilled trade workers in job openings in BC. EU-Step was developed by the BCCA as a solution to the growing need for trained workers in British Columbia’s thriving construction industry. The goal of the project is not only to attract foreign journeypersons with unique skills, but also to increase the opportunity for Canadian apprentices in the skilled trades by filling the roles of experienced workers.
Regina Brodersen is the principal spokesperson for the program, which she runs out of the BCCA office. As part of her position Regina compiles information for employers and foreign tradespeople, takes members to job fairs in Europe, screens candidate’s resumes, acts as an intermediary between employers and potential employees and coaches members in the preparation of paperwork required to bring skilled workers into BC.
To date, EU-Step has placed skilled workers from such countries as Germany, Finland, Russia and the Ukraine. In addition to sourcing candidates from Eastern Europe, EU-Step is expanding to seek skilled tradespeople from Central and South America. The skills sets vary among the placed workers who include carpenters, roofers, bricklayers, rebar installers, glaziers and cabinetmakers among others. The placed workers are employed through a variety of work visas including the Provincial Nominee Program (PNP), the Youth Mobility Program (YMP), and temporary visas with the intent of permanent status.
After a successful first year of operation and almost 100 placements of foreign skilled workers, EU-Step is continuing to expand its services. Members of the BCCA who wish to participate in the program are now required to pay a fee for service for each skilled journeyperson who is placed with their business. The implementation of the fee will allow for a broader data base of candidates and a more comprehensive range of support services.
